P9: Implementation & Monitoring
The granting of permission, either in outline form or in full, marks a significant milestone in the overall process of dealing with a large development proposal. Nevertheless it should not be seen as the end of the overall process and considerable work will remain to deal with reserved matters, the discharge of conditions, implementation and monitoring of any S106, delivery of supporting infrastructure, commencement on site and ultimately completion of the scheme. It is vital that the shared Vision established at the outset of the project remains at the forefront of consensus working between the developer, Local Authority and Stakeholders until completion.
The complexity and extent of details related to either reserved matters and/or detailed conditions for large-scale development are such to justify the continued adoption of a robust project management approach. The Planning Performance Agreement process provides an opportunity to structure this project management process post decision.
As part of the overall project management process the applicant/developer should have set out the intention regarding progression of the scheme once planning permission is obtained, including the submission of further information and the phased delivery of development upon any site. This can then inform an overall work plan for post approval working and set out the tasks that need to be undertaken.
