P7.9: Other Key Documents
It is likely that a number of supporting strategies will also be required to give greater detail to specific elements of the proposals. The need for and scope of such strategies will need to be considered on a site / development specific basis and be subject to pre-application discussion. Such documents may include the following:
- Statement of Community Involvement. Community Involvement is one of the key principles at the heart of delivering sustainable development. As such it is important that as part of pre-application discussions a community engagement strategy is agreed which should (amongst other things) identify the communities to be involved, the process of engagement and the approach to incorporating views. This strategy and the actions and outcomes arising from it will form the basis of a statement of community involvement to be submitted parting support of the formal planning submission.
- Flood Risk Assessment and Drainage Strategy. In many instances flood risk or drainage matters will be relevant to the consideration of the proposals and it will be necessary to produce an assessment of the level of risk from flooding as well as address issues of surface water and foul drainage. This would need to fully address the requirements of PPS 25.
- Phasing & Implementation Strategy. This should outline the proposed build-out plan for the development, highlighting when specific infrastructure (points of access, community infrastructure etc.) need to be in place in order to enable the development to evolve in a logical and sustainable manner.
- Public Realm, Landscape & Open Space Strategy. Specific consideration may need to be given to the design, delivery and long term maintenance of the public realm, and in particular any formal and/or informal open space that is to be provided.
- Energy & Sustainability Strategy. An overall strategy may be required in order to address sustainability and energy conservation / renewable energy issues, including energy and water saving issues, as these will permeate many elements of the development rather than being site-specific.
