P6: Option Testing

Option testingOnce a full evidence base has been assembled, the next stage in the process is to produce a range of options, drawing together all the background information together to form some workable spatial planning solutions.

It is important that the approach to generating alternative scenarios adopts good urban design principles and is taken forward through a strong and structured masterplanning process. A high calibre multi-disciplinary team will be needed, with urban design at the forefront

Development is more that simply the construction of built development; it is about creating a place that people will live and work in. Its success is reflected in its vitality and the quality of the experience for the user. The evaluation of the preferred option should reflect this judgement, as well as testing against technical issues and project objectives. Lessons can and should be drawn from similar projects elsewhere, both successful and less successful.

The scenario building and testing stage is likely to involve a balanced judgement across a range of social, economic and environmental issues. It should ensure that no single issue predominates in considering the overall vision and objectives that were set earlier on in the process.  To achieve this balance and ensure that ‘placemaking’ remains central to the project, the design process must involve all those with an interest in the site, including the local community.

The approach to masterplanning, building scenarios through urban design is discussed in more detail in the supporting topic paper on Achieving Quality in Urban Design, and this should be read in conjunction with this chapter.
