P5.4: Evaluating the Evidence Base

In many instances the approach to evaluating and analysing information will be established through formal processes for which guidance or statutory processes already exist. For other issues it may be necessary to consider how best to approach evaluation and analysis in light of the specific circumstances of the project, and less well defined approaches and good practice that may exist elsewhere.

The role of evaluating and analysing the evidence base should be to:

  • Clarify the importance of that issue / topic with specific regard the project in question;
  • Ensure a robust level of baseline data is available to enable proper assessment of emerging project with reference to that issue;
  • Undertake research in terms of how best to consider and assess that topic area;
  • Assess the likely ability to derive a successful outcome, and where difficulties may exist;
  • Where difficulties are likely to arise to consider how best to mitigate against negative impacts or what would be required to provide reasonable justification for an alternative outcome.

An important outcome from this process will be to enable prioritisation of issues and evolution of tasks that may be necessary to overcome any potential ‘show-stoppers’.
