P5: Compiling the Evidence Base

Evidence BaseIn order to bring forward high quality sustainable development proposals it will be crucial to ensure that a full understanding of the background context is in place, in particular to consider the importance and influence of key themes and issues that will influence the evolution of specific development proposals or the nature of built form.

A comprehensive evidence base must be as up to date as possible and fit for purpose so that it can survive potential scrutiny and ensure that any decision made on the basis of it are sound. Assembling the evidence base should involve the following:

  • Identifying and obtaining the most relevant sources of data and information (making maximum use of existing data);
  • Assessing the value of the evidence base;
  • Identifying any significant gaps in information;
  • Performing bespoke research and analysis as necessary; and
  • Ensuring that the findings are understood and incorporated in the design and option testing stage.

This Stage together with the following Option Testing Stage form a crucial part of bringing forward site specific land use and design solutions, and significant time and resources should be committed to ensure that informed decisions can be made. The two Stages are interdependent and will need to be closely co-ordinated to ensure that they can inform and influence each other.
