P2.1: Vision Statement

The experience of ATLAS suggests that the most successful projects begin with a clear vision statement produced collaboratively between all parties.  This approach is particularly relevant to the complex nature of major residential growth to capture the opportunities that a project site may present and establish constructive working arrangements to overcome constraints. It can also ensure that an innovative and creative approach to partnership working can be instilled at the outset. This should be the first task of any Development Team Steering Group, and can be prepared without prejudice.

A key part of this Stage is early recognition and understanding of the benefits that a major project could deliver, and the policy objectives that it could address. It must look beyond the boundary of the site itself and recognise the wider influences that will inform the final outcome. In establishing the vision, reference could be made to the objectives set out across a number of documents including:

  • Relevant local plans and strategies in particular the adopted plan at a local level and/or the emerging new suite of planning documents (Local Development Framework, Regional Spatial Strategy) prepared by the relevant Local Authority and regional bodies. The Sustainable Community Strategy and associated Local Area Agreements should also inform this process;
  • National planning guidance including Planning Policy Guidance / Statements, Mineral Policy Guidance / Statements, Planning Circulars, Housing and Sustainable Communities plans and guidance, all produced by the Department of Communities & local Government (DCLG);
  • Other relevant technical plans, strategies and/or policy guidance, in particular in relation to transport, environment and sustainability;
  • Any site specific documents such as Masterplans, Development Frameworks or Development Briefs; and
  • The spatial context and opportunities presented by the site in question
