Planning Performance Agreements for Renewable and Low Carbon Projects
The Renewable and Low Carbon PPA programme is aimed at Local Planning Authorities and their development partners who wish to pursue a Planning Performance Agreement (PPA) for schemes which incorporate renewable heat and electricity technologies and/or a low carbon approach to development.
Communities and Local Government, together with ATLAS, is looking to assist a limited number of projects that would benefit from using a Planning Performance Agreement. Funding is available to provide expert consultancy support to the LPA and scheme promoter/developer to help them through the PPA process up to application submission. The consultants' role will be to advise the LPA and the scheme’s promoter on the PPA process from a planning and project management perspective as well as drawing in specialist renewable energy expertise from within their own firm as required. Whilst each project will be different, typically the consultants will be able to provide the following services:
The programme is open to proposals in the pre-application stage that demonstrate a low carbon approach (including those linked to new housing developments) with an energy capacity below 50 MW. Priority will be given to those with scope to incorporate at least one of the technologies listed below:

Biomass boilers | Small scale renewable electricity |
CHP solutions | Energy from waste |

The Advisory Team for Large Applications (ATLAS) is a service available to Local Planning Authorities and their partners to assist them in bringing large scale, complex and strategically significant projects through the planning system. It is a service funded by the Department of Communities and Local Government but hosted and delivered through the Homes & Communities Agency.
The ATLAS team contains a blend of planners with other technical specialists in areas such as urban design, transport, social infrastructure and environmental sustainability with dedicated staff operating from Milton Keynes, Birmingham, Ashford and Bristol. This website embodies our philosophy and will be useful to all involved across the planning & development communities.
