Planning Performance Agreements for Renewable and Low Carbon Projects

The Renewable and Low Carbon PPA programme is aimed at Local Planning Authorities and their development partners who wish to pursue a Planning Performance Agreement (PPA) for schemes which incorporate renewable heat and electricity technologies and/or a low carbon approach to development.

Communities and Local Government, together with ATLAS, is looking to assist a limited number of projects that would benefit from using a Planning Performance Agreement. Funding is available to provide expert consultancy support to the LPA and scheme promoter/developer to help them through the PPA process up to application submission. The consultants' role will be to advise the LPA and the scheme’s promoter on the PPA process from a planning and project management perspective as well as drawing in specialist renewable energy expertise from within their own firm as required.  Whilst each project will be different, typically the consultants will be able to provide the following services:

·         Assist the LPA and developer to scope the content of the PPA
·         Facilitate a PPA inception day or series of inception workshops
·         Review the decision making framework
·         Assist in the preparation of PPA documentation
·         Provide technical advice to resolve issues
·         Attendance at steering group meetings and relevant topic groups throughout implementation of the PPA

The programme is open to proposals in the pre-application stage that demonstrate a low carbon approach (including those linked to new housing developments) with an energy capacity below 50 MW. Priority will be given to those with scope to incorporate at least one of the technologies listed below:

Air source heat pumps
Hydro
Ground source heat pumps
Onshore wind
Biogas heat
Wave and tidal
Biomass district heating
Bioenergy
Biomass boilers
Small scale renewable electricity
CHP solutions 
Energy from waste

It is a service funded by the Department of Communities and Local Government but hosted and delivered through the Homes & Communities Agency.
