Ensuring QualityPosted by Kelvin Hinton - 16 Jan 08 13:20It takes a lot of hard work to achieve a high quality project design and have this secured through a planning permission.This can be wasted however if the quality is not achieved once work starts on site.
What are peoples experiences of different approaches to ensuring quality is delivered through the construction stage? I would like to hear about developers quality assurance measures, as well as local planning authorities monitoring and enforcement processes both of which can be resource intensive on large schemes.

Re: Ensuring QualityPosted by F Lennon - 16 Jan 08 15:44In my experience, proper implementation of a vision for a large scale new development is most effectively managed by setting up a specific project implementation team. There is a significant amount of work to be undertaken in the early years from consideration & discharge of sometimes complex planning conditions, through to detailed evaluation & monitoring of detailed schemes for development on the ground, as well as managing the planning obligation framework, and engaging with a fledging new community. The creation of a dedicated team with excellent understanding of what is to be achieved on the site will enable the development of an effective post-approval relationship with the developers/builders, close monitoring of the project & high standards of delivery from the outset. Although this approach is likely to necessitate extra resource for a local authority, given the scale of some of the new developments underway, it is worth it, particularly in the earky years.
