A3.6: Creative Design Founded on Robust Evidence

Creating healthy, successful and sustainable places is complex and the decision making process needs to be robust and based upon a sound evidence base. Evidence requirements should be focussed on the key planning issues related to the project and the project management structure should clarify what needs to be done, when and by whom to ensure that the decision making process is sound. There are many instances where analysis is undertaken and costly detailed reports produced that are either unnecessary or do not address the real issues concerned.

Local Authorities, stakeholders and relevant statutory agencies will have significant levels of existing information. Sharing this with the applicant / developer / scheme promoter at the outset will not only save time and resources, but also help build positive relationships and focus in on the key issues that need to be addressed.

Whilst individual elements of evidence need to be collected, the information needs to be drawn in to the overall approach to develop scenarios through masterplanning. Good urban design should be used as a tool to address the issues and any conflicts that arise, and establish appropriate solutions. It is at this stage that the existence of an agreed, clear and shared vision and objectives will be particularly useful. The more issues and objectives that the project can address, the more likely that a robust outcome would be achieved.

A transparent design process should be clearly communicated to and involve stakeholder and local community input and influence to build consensus and buy-in to the outcome.
